2 questions. is it street legal? does it have all of its emissions equip?

it actually does have cats on it, the smog pump has been bypassed. It could pass with some tweaking of the carb. everything else will pass. All tires, lights, horns, belts, mirrors etc. are DOT approved and in proper working order
