    Depending on Car, but a Good Dyno Tune from someone who knows their shit could net a whole bunch of untapped power??????

    He didn't mean the make, he meant the engine build. Lots of people have cars with lots of add-ons but haven't had it tuned properly, which usually means they're driving around with a sub-optimal power output.
