Tire and wheel size for a 70 Nova

I've got a 70 Nova with a stock width 12 bolt and stock wheel tubs. I was wondering what the largest tire I could put under it with just taking the tubs in to the frame (mini-tubbing)? The shocks are already moved inside the springs. It's got a 28X10.5 on it now but it sits too high for my liking. I'd like to have the tires tucked up under the car to where the top of the wheel is at the bottom of the wheel well. Any help would be much appreciated.
