Like the title says... this is strange.. lights flicker and voltage drops from 14.5V to 11v and back..... every 10...20 seconds... replaced alternator and still have the issue... does this thing have a external voltage regulator?

The battery post connection tends to be a problem. Replacing the cable and connector ends usually fixes it.

Don't buy Chrysler. Lmao! I'd try the battery post too. Chryslers are real particular with their electrical systems. Once worked on a caravan that had corroded terminals that was making the vehicle operate in limp mode, and stayed in second gear. Never woulda figured it out if my buddy wasn't a electrician for Chrysler.
What engine. Is it a startstop3.6?

Could be the battery,IBS or pcm. The Reg is in the pcm but a lot of data comes from the IBS. The IBS does take some time to relearn after the batt has been disconnected also

Yes if it's setup similar to a 2014 jeep patriot. The patriot exhibited similar characteristics & replacing the battery pos & neg cables & connector ends with new cables containing the lugs resolved the issue. Cutting away the pos connector end from the cable revealed the corrosion I expected to see.
The battery/batteries are under the passenger seat so those terminals probably aren’t an issue . If it is a ESS 3.6 I would make sure the aux battery is good
