You could have RMC Powdercoating out here do it, but it'd probably cost as much as the bumper.
I started Cerakoting everything because everyone wanted too much for powder coating once the pandemic started.
If the XJ isn't Mall Rated Only, then I've been happy with using self-etching primer in a rattle can and then using a rattle can of Rustoleum Hammered that looks acceptable.
That's a good point, maybe I'll just do that.
I wanted something least prone to rusting but maybe I'll just rattle can the damn thing.

If you decide to paint it yourself I have had excellent results with self-etching primer then top coat with Rustoleum high performance enamel. It's the taller can with a silver label.
