How long has it been on there and did it sit in the sun?
About a week and yes it's been sitting out in the sun. I'm thinking just using some tar remover and then taking a good look at the paint under it to see if it has any etching.

I've had luck with wd-40 on fresher sap globs.... but with it backing on....
lots of rubbing alcohol! and a towel. and then when you're done with that, clay bar the whole vehicle and rewax it!
